Indian Mathematics, An Introduction by Ashok Jhunjhunwala
(Wiley Eastern, New Delhi) 1993, pp.108 + vi, Price Rs.40/.

We are now in an era where Mathematics is supposed to be applied in unexpected fields of activity such as Economics, Biology and the like. If one looks at the history of Mathematics in the past, whether it is in the East or West, Mathematics has been developed on the basis of needs. A time has come when Mathematicians who consider their field 'sophisticated' justify their work as important because of later applications, be it theorizing, in other sciences. There is no doubt that India had a rich cultural background even several thousand years back as evidenced by the oldest extant literature, viz. the Vedas. With no literature of a comparable age in the rest of the world, one can safely say that there existed no civilization worth the name elsewhere. The Vedas do contain quantities and so Mathematics. Numbers as large as ten raised to sixteen power and as small as zero (in its emptiness as well as infinitesimal form) occur in the Vedas. This is no surprise since any civilization with so high an ethos and an incomparable wisdom cannot bypass basic Mathematical ideas. Even religions or philosophical literature in the ancient languages of India indicate traces of these ideas. There has been, in fact, a tradition in Science (Physical, Medical etc.) and Mathematics (in their modern connotation) in India, which has been embellished by dedicated scholars (perhaps to be called scientists in the current terminology) from time to time. Though some of their ideas have been documented in the form of works in Sanskrit, Malayalam and other Indian languages and have been studied by some, it is very likely that a good number of ideas have not been documented at all, or have been documented and has not reached posterity or is gathering dust in some private or public archives after documentation. After the invasion of the country by other races and its colonization by Europeans, there has been a setback in our tradition. Though one cannot be sure whether this was due to a policy of annihilation of the tradition by our rulers in the past three or four, centuries in a systematic way or because of a complex of inferiority over the ideas of these rulers which possessed our ancestors of the near past, the living generations of Indians have mostly not been aware of what existed in their country before the advent of these rulers. More specifically, they have believed that whatever they learn in their life as Science or Mathematics is completely the contribution of the Western hemisphere. Quite a few stilt believe that their ancestors did not have a scientific outlook. This is so in spite of exposition of hitherto unknown Indian sources time and again by an Indian scholar or? Foreign scholar. The dependence on western books of Science and History has become part and parcel of Indian education up to the present moment, so that even a mature Mathematician unhesitatingly believes a Vander Warden when he writes that the, word Kendra in Sanskrit is a deviation from some Greek term. It is quite heartening that a group of young scientists of the country have taken on themselves to tap the traditional sources, documented or otherwise, wherever they are preserved and, let the world at large know that Indians could have lived and developed their country in the best of Traditions without borrowed knowledge or Technology whether it is in Metallurgy or Medicine or Mathematics.

The present booklet is to be considered against the above backdrop. It concerns the basic operations of multiplication and division in the system of natural numbers 1,2,3….. otherwise known as Arithmetic in chapters 2 to 6 and square root extraction and divisibility in the last two chapters nunnbered-7,8 respectively. Chapter 1 is an introduction to the spirit of the booklet through a detailed discussion of a Carpenter's method of obtaining the area of a rectangular piece of wood and a method known as Navsesh of checking mistakes in addition and multiplication, in the accounts of a family in business. These instances are recorded to indicate a tradition which was in vogue before Westernization of Education in India and later in spite of it and, perhaps, now lost with the advent of the calculator and the computer. The author points out the likelihood of the techniques and algorithms described in Bharathi Krishna Thirtha's 'Vedic Mathematics' being widely used in India eighty or a hundred years ago. The rest of the book is devoted to a lucid exposition of the use of the "Nikhilam navatascarmam dasatah" and "Urdhva'tiryagbhyam" sutras propounded by the Thirtha. As regards squaring, the author illustrates in Chapter 4 how Dwandva yoga helps to simplify the Urdhva triyak method, in the context of the divisibility tests, it is the application of the sutra " Ekadhikena purvena" coupled by the upasutra vestanam" which is illustrated in Chapter 8.' The booklet has an appendage of notes and explanations, indicating the basis of some of the techniques exposed in the text, and an Index at the end. Each chapter goes with a set of exercises so that the booklet could be used in class.

Though all the ideas explained in the booklet are found in Krishna Thirtha's 'Vedic Mathematics', the motivation and presentation in the booklet are quite impressive. I have seen RanjaniSchari's book intended to popularize Vedic Mathematics and T.S.Bhanu Murthy's book- a part of which is devoted to justify some of the algorithms of 'Vedic Mathematics'. But I am convinced that Jhunjhunwala's booklet will popularize these algorithms much better. His provoking mathematicians, computer scientists and users of mathematics to get involved with them are timely. I hope he would supplement "the present booklet with another booklet relating to the machine implementation of the traditional techniques and their machine - time analysis to convince the 'modern' students as well.

The booklet has been very nicely brought out by Wiley Eastern but Jhunjhunwala's goal would be far-away if it is priced so high as Rs.40 per copy. The publishers would do well to get subsidy from National Book Trust or the like and publish the booklet with free translations in all languages of India but priced at not more than Rs.10 per copy.

I could notice only a few misprints, p. 13, k3 : 'arithemetic' for 'arithmetic'; p.64, 1.6 :
'repeatition' for 'repetition' ; p.72, 1.10 : omit 'a' at the end ; p.89, I.2 'Vetsana' for 'Vestana' also later; 1.1 : 'a' for 'the' ; p.54, 1.13 : 'SX'.for ',Sx' ; 1.8 : 'simplying' for 'simplifying' 'X' for 'x' : I have the following remarks to make: Navsesh means " Navatheetha sesham" and cannot be 9. It can be only one of 0,1,2, 8. If the term has been used it is a misnomer. 0 will not therefore be divisible by 9. In fact, the author remarks in one place that 9 is equivalent to 0 in the context of Navsesh. In view of the author's own remark earlier that Navsesh check cannot prove the answer to be correct the statement 'Navsesh is used for verification' ( p.28, I.4 ) is misleading. Instead of saying 'checking up' or 'verify' it is perhaps better to say that 'to see that the answer may be correct'. The comparison with 'commutation' on p.39 is not convincing and is not, any way, comprehensible to children to whom the booklet is addressed. In p.42, I.3 the author perhaps means 'carefully' when he writes 'competently'. In p.90, I.9 the author needs to write '4578 is divisible by.7 since 497 is divisible by 7' not the other way. The working at the top of p.92 is not easily comprehensible without relevant explanation. A list of references for further reading would help the mature reader.

I end up congratulating Professor Ashok Jhunjhunwala for his nice booklet and his service to uphold to originality of our ancestors.

Our ancestors in ancient India led a lifestyle that merged inseparably with their natural environment. As a vast landmass, the natural environment of India varied from region to region and correspondingly the ethos and cultures of our people too varied. It unified culture and heritage. Because they identified themselves with Nature and never considered the human being as a more superior organism than other living beings, Nature ruled high providing adequately for everyone.1 Economic self-sufficiency was there offering scope for reasonable and modest growth. This economic "development" was, in principle, guided by the norms: selflessness and contentment. This unique status of India and her people attracted foreigners to establish trade and business contacts with India. With the passage of time, their influence systematically established the stable culture and ethos of our forefathers. Traders turned invaders and usurpers. They cleverly exploited the diversity among the people and implanted differences in opinions and actions. The rich cultural identity of unity in diversity was lost gradually. Transformation of mind, and consequently that of attitudes took place. We lost trust and faith in our hoary past and alien thoughts began to invade our minds. We began to change our attitudes changed our beliefs changed in short, every aspect of our life changed including our basic philosophy of selflessness and contentment.

Today, we are a bunch of confused people. Our confusion originates from misplaced priorities. We used to understand 'development' as a process of human existence that enabled the growth of the self and others, utilizing the available natural resources prudently through the practice of human values. But, currently, we measure 'development' of fiscal growth. Money has replaced values. This shift in attitudes has shattered peace, love, and coexistence Selfishness and greed. Maladies from mistrust between individuals to large-scale violence and terrorism have increased I am not referring to these as a matter of regret, but as a matter of utter shame.

In this undesirable 'development' context of modem India, Banwari's "Pancavati" appears relevant. Through several chapters he surveys the thoughts, beliefs, and practices that characterized India over the centuries. He analyzes the deep-seated philosophy and the theories behind each of such beliefs and practices. To a large extent, I am glad that he has succeeded in bringing out the finer aspects of the lifestyle of our ancestors who lived in harmony with Nature. He describes avidly the dimensions of lifestyle that were experimented and practiced by early Indians Banwari's statement in the preface creation is nothing but a manifestation of the Supreme Being. The Supreme Being and the world therefore are one and the same. There is an intrinsic bond between nature around us and the divinity. Since we have always visualized ourselves as integral part of the divine, and the divine has some thing which partakes in us, we have always 'maintained a harmonious relation with nature", more or less summarizes the entire book. Each chapter attempts to highlight this viewpoint variously, using diverse examples. Interestingly, I found every statement in the book to be apparently simple; in fact, each of it was pregnant with a deep philosophy and needed repeated reading to get at the roots of the concept. I am not unhappy about this nominal strain as a reader because this enabled me to see the relevance of the theory behind the practice of a glorious lifestyle of our ancestors, which is being labeled and rejected as superstitious by us.

Banwari drives home his interpretations through eighteen chapters. (Eighteen was auspicious to early Indians (Jaya). Eighteen book chapters, was it by design?) Each chapter is captivatingly titled with terms that echo the rich culture and traditions of ancient India: (1) Prakrti (Approach to Nature), (2) Mangaiaya (Universal Well Being), (3) Kalpavrksa (The Celestial Tree), (4) Vanasri (The Bounty of Nature), (5) Pancavati (The Grove), (6) Mathura (The City of Affluence), (7) Brajamandala (The Land of Sri Krsna), (8) Gramasri (Prosperous Village), (9) Soma (The God of Bliss), (10) Aranya (The Land of No War) (11) Asrama {Stages of Life), (12) Asvattha (The Cosmic Tree), (13) Khandavavana (The legend of Blazing Forest), (14) Upasana (The Divine Nature), (15) Utsava (Festivity Amidst Nature), (16) Uttarakuru (The Region of Affluence), (17) Upavanavinoda (An Old Text of Plant Science), (18) Vrksa Ayurveda (Therapeutic Care of Tree). The organization of chapters and captions are logical and impressive bringing out the substance of the book efficiently to anyone interested in the examination of our cultures and traditions, and relating them to our environment and its management.

But what bothered me was the tone of treatment of chapters: Some have been dealt with extreme care providing substantial number of illustrations and examples, while a few others are treated rather shallowly. An incisive and uniform treatment will certainly enable general readers to internalize the concepts better.

On the whole, I was happy to read this book. The translator has done a good job; I make this comment solely on the clarity that is made available in the book. A few language errors (Examples: page xvi, line 1 (our); page xvii, line 14 (decade-s?); page 5, line 17 (indicreetly of indiscriminately); page' 6, line 14 (colonizing or utilizing?); page 53, title line (Mathura - a city of effluence or affluence?); page 100, line 9 (questions put up to or questions put to…?) are glaring. Similarly, scientific concepts have been badly interpreted in some places. For example, in page 98, paragraph 2 is scientifically unacceptable. Moreover, the fourth paragraph contradicts the second. 1 wished Banwari had consulted a professional ecologist / environmentalist who shares his (Banwari's) philosophy of life and finalized the chapters. At certain points, miniatures of medieval India are reproduced in an effort to supplement the concepts. Unfortunately, the reproductions are bad and non-communicative. Banwari could have provided explanatory notes to these figures relating them with the points discussed in the text. Definitely that will help the reader to see the connections better.

Barring these few shortcomings, I am happy that this book represents a clear departure from our present thinking of environment and environmental management. I am personally convinced that our country has vast potential to play a lead role in teaching the World how to manage and conserve the fast deteriorating environment. People with the conviction that India's traditions are Nature-biased-will find this handy book very exciting and rewarding. A casual reader will find the explanations and examples a little difficult to digest, since Banwari has not effectively related the issues to perceivable and existing environmental problems probably he has taken it for granted that every modem Indian is aware of the underlying philosophy of India's heritage and culture and is proud of it.

I will recommend this book to libraries and to motivated readers with some commitment and background in Indian history, mythology, philosophy, and culture. I will consider even a thought to write such a book call for a lot of boldness and courage. Banwari has done it. It is a great job.

Participants

The number of participants at the traditional industries exhibition was very large. Perhaps around 5000 persons visited these stalls during the six day period. The number of participants at the conference session film and video film shows was generally between 20-30. Many science and technology institutions, voluntary, agencies and educational institutions participated in the activities. Khadi and Village Industries Commission (Bombay), Khadi and Village Industries Board (Maharashtra), Crafts Council of, India, Gramodaya Sangh (Bhadravati), Vikalpa (Varanasi), Gandhian Institutes of Studies (Varanasi), IIT Delhi, Glass and Ceramic Research Institute (Calcutta) among others took part.

Summary of Discussions and Conclusions

The presentation in the area of traditional industries brought out vividly the variety of strengths in the traditional industries sector. It became clear from the activities that this sector is currently a major source of foreign exchange for the country. The sessions also brought out the possibilities of an enormous increase in the earnings in view of the capacity to make diverse products both for local and non local consumption.

The need for suitable organization to pool the talents to produce value added products was highlighted. Lijjat experience was suggested as a successful model of organization. The discussion brought out some major weakness as well. The severe competition from alternatives and substitutes to traditional products is currently affecting seriously the marketability of these products and-services: On this account it was felt that it may be necessary to widen the raw material sources for traditional sector to include modem raw materials sources for traditional sector and provide necessary training infrastructure so that traditional skills find expression in the manufacture of various new products. In view of the skills available, even import of technology to provide competitive edge for this sector was considered worthwhile.

Productivity and profitability of traditional sector was also a subject of discussion. It was pointed out that many of these products and services survive in the market despite finance difficulties. It was pointed out that the problem of profitability and productivity arise from invisible subsidy and favorable pricing of inputs to modern production processes. It was indicated that suitable pricing of fossil energy, plantation and mineral raw materials and modern services & utilities could take into account a) the finite nature of the sources modern sectors consume b) the environmental cost, and benefits of these services & sources. Such an approach could help partially solve the problem.

In order to improve the productivity and profitability of this sector under the current conditions following measures were suggested.

1. Reliable raw material supply mechanism under the control of artisans & craftsmen.

2. Suitable organization to pool the talents of artisans and craftsmen to deliver 1) value added products 2) too articulate on policies and structures. 3) Provide raw material supply and marketing support 4) provide financial services 5) identify products with clear market advantage and provide feedback on the market performance of these products.

3. Establish live and active collaboration with technical institutions to provide the necessary R & D services.

4. Firm up arrangement to ensure fair, return to producers, artisans, craftsmen.

Report on Theoretical Sciences

Activities in Theoretical Sciences section of the Congress were largely of the nature of recapitulating Indian heritage of Sastric activities which i have close semblance to contemporary theoretical sciences.' Most of submissions, under various categories of activities of the Congress', reported on going modem research on various, faces of theoretical traditions which can be related to subject areas such as mathematics, logic, linguistics, .cognitive science and philosophy of science.

The following types and activities were organized

Conference

30 papers were presented over four days under following sections.

Plenary Lecture

A plenary talk on Recent Advances in Revitalization of Theoretical Sciences of India by Prof. P.K. Mukhopadhyaye was delivered. He reviewed recent research efforts in the area of theoretical sciences. Some of these researches were being reported in the main conference sections of theoretical sciences. He stressed the need for a dialogue between India and Western theoretical systems at the level of their fundamentals. He noted that in certain areas of research where modem disciplines are facing deep problems, leads for solution on the basis of insights from our theoretical heritage are already evident Such activities in future hold great promise for the development of knowledge.

Teaching Workshops

Four workshops of 200 minutes each were organized on two themes.

1. "Introduction to Indian Mathematics" by Ashok Jhunjhunwala in which various methods
and calculations were taught. .These methods have unique properties of brevity. A book elucidating these methods was also released during the congress.

2. "Paninian Grammar and Computer Sciences" by Rajiv Sangal in which basics of Paninian grammar and outline of computer programme based on it for natural language processing was taught Collection of support material on the subject was also distributed.

Technology Demonstration

A computer package which translates from Kannada to Hindi was demonstrated. The design of the package called Anusarak is based on the principles-of Paninian grammar. Anusarak is not really a translating system but is a tool to help the Hindi-knowing .to read a Kannada text. Its Hindi translation is akin to (Dakkhoni) Hindi which a Kannada speaker would speak. This technological tool is uniquely relevant for Indian language situation (Indian languages which are influenced, by the Paninian tradition of Vyakarana).

Exhibition

An Exhibition consisting of about 40 posters on the theme of "Indian Mathematics arid
Astronomy was organized It highlighted and elucidated' major achievements of India
mathematical heritage.

Panel Discussions

Three panel discussions were organized on

1. Theory and Practice relation in the Indian Tradition of Science

The discussions were of the nature of debates between practitioners of traditional disciplines of knowledge and modern disciplines of knowledge. The Main issue which was debated was a blame on Indian Tradition that hand and head were divorced. Good theories but impractical and good craft but devoid of theory. The discussions touched upon Sastra-vyavahara relation according to tradition to issue of integration of traditional sector with modem sector.

In the section on Music, Speech, Sound and sight issues related to Indriyas (senses) were discussed. Nature of intelligible sound, and intelligible color was discussed in the context of sastra as well as current debates. Interesting controversy regarding whether mixture of all colors will be a white or a black color were discussed. Significance of traditional Indian alphabetic structure in speech therapy for retarded children was also highlighted. Besides relation of sounds with life styles (traditional and modem) were discussed.

In the section on methodology issues of method in Nyaya, Ayurveda and_Rasa Sastra were discussed. Rigorous methodology for determinate assertion about non-physical entities like injunction, belief, practices, gunas, and (qualities) formed the main subject matter of this section. Science of non scientific entities throws up an interesting issue which is very significant for understanding Indian scientific heritage and its relation with modem science.

In the section oh Tradition and Modernity: An Enigma, socio-cultural and philosophical aspect of the troublesome interface of tradition and forces of modernity were discussed. The Value of 'simplicity' in organization of life was discussed. A new emerging paradigmatic approach to "other's knowledge" was pointed out and various issues relevant to the congress were debated. This section largely drew from anthropological and sociological tradition and linked issues with various current approaches to relation of modernity and tradition.

In the section on understanding nature/the significance of traditional outlook and associated values for understanding of physical nature was brought out in the section on utilization and appreciating of nature, differences between the traditional and modern approaches to utilization were discussed. An Interesting-thesis regarding the idea of 'waste', produced through various paradigmatic practices, was discussed in a historical perspective since colonial India.

2. Panel discussions on "Research directions in theoretical science

In this session research agenda in various theoretical disciplines was discussed, especially in linguistics and cognitive sciences.

3. Panel discussions oh "Policy aspect of research in theoretical sciences"

Discussions centered around the need for technology support to Indian language policy. Such technology on the basis of Paninian grammar is possible and needs to be supported. There was a need articulated for continued and enhanced support for research in diverse areas' of our theoretical traditions whose significance is quite clearly obvious today.

Highlights of Conference Presentations

Most of the presentations were reporting of intensive research which is being conducted in the last two-three years and thus were of technical nature.

In Mathematics and Astronomy section study on nature of proofs was presented especially in areas of dealing with infinite power series. Research on computational complexity of India integrated algorithms - division, indeterminate equations and trigonometrically functions was presented. Interesting finding of the heliocentric mode) of planetary motion developed decades before Copernicus was also reported.

In linguistics and logic section, results and status of Vyakarana Sastra's contribution to computational linguistics was reported. Issues revolved with semantic theories of Sabdabodha with respect to problem of disambiguation were presented. A path of fruitful intervention of Navya Nyaya in debates on current theories of communication was also outlined.

In the cognitive science and logic section, the algorithmic basis of functioning of mind according to Nyaya was presented. Fundamentals of psychological aspect of functioning of mind according to Jaina, Buddha and Yoga tradition were outlined. Causal process of mental assertion about truth condition was elucidated. Besides causal working of analogy in mind was discussed.

REPORTS ON VARIOUS SECTIONS - Water Management


Water Management Section

Keynote Addresses

Deliberations in the Water Management Section of Congress started with two thought provoking plenary addresses by Shri.Anil Agarwal and Shri Nirmal Sengupta. Anil Agarwal observed that traditional knowledge systems acquire the character of genetic knowledge, having been accumulated over time, tested and improved in various field situations, and converted into a set of cultural forms and symbols (e.g. Agricultural, Proverbs). Traditional knowledge systems are necessarily diverse in content for they emerge out.pf and incorporate Ecological diversity. As compared to, modern knowledge, they have inherently greater Ecological wisdom, for they operate on a smaller scale and are therefore more responsive to their environments. Our excellent traditional S & T base therefore provides a good starting point to integrate the Traditional with the Modern.

Indian society he said, achieved high levels of literacy, urbanization and prosperity entirely through internal resource mobilization, In the area of water uneven and concentrated monsoon regimes in which floods and droughts are built into the environment, provided the ecological setting against which people evolved a variety of water management systems the zings of Ladakh, the guhls/kuhls of Himalayas the Zabo system of Nagas, bamboo drip irrigation of North Eastern Hills diversion channels of Assam, wells and tanks Of Ganga Valley, over flow irrigation system of Bengal, various water harvesting systems of Rajasthan,tanks of South India and so on. He described their salient features briefly. He observed that through Traditional Water Management Systems (TWAMS) it is possible to meet the drinking water needs of every village in our country. For irrigation, however, traditional methods have to be accompanied by holistic watershed management, equitable sharing of water and appropriate cropping patterns. Finally he underscored the point that TWAMS can be very useful to us in today's context provided a few preconditions are met:

a) We must evolve effective social, political and legal infrastructure so that natural resources are managed at the Village level by the user communities.

b) We must ensure reliability of supplies in low rainfall areas.

c) We must integrate the small water management systems with the big.

Prof. Nirmal Sengupta began his address with the observation that not all that the ancients ever had were merely rituals and prayers there were techniques which are just as precious as modem ones but are unfortunately neglected as primitive and obsolete. For instance, well technology is as old as the Harappan era. And they were not necessarily rudimentary structures either. A well excavated in Harappan site has a brick lining which goes down to more than twelve meters depth. Not only did the techniques spread, but newer techniques were developed: The tank system in South India where slopes are steep and run off drains quickly, techniques of meeting the flood menace in delta areas.etc. Achievements in physical structures were accompanied by skill and knowledge in allied subjects rainfall predictions, ground water exploration, water purification, crop-water relations, administrative institutions to regulate water rights and distribution, etc.

He observed that it was not so much the British colonial government as the post-Independence Indian government that has contributed to the decline of TWAMS. The British did not hesitate to appropriate and develop Indigenous Systems whenever it served their purpose, particularly when they showed chances of enhanced revenues. They showed considerable appreciation of Indigenous Engineering Sciences and talents. The concept "Traditional" is in fact a creation of the post-Independence period, a byproduct of West-centric "Modernization" theories, which argue the absolute necessity of a specific philosophical, social, psychological, cultural, industrial build-up as a prerequisite to development. Under the influence of these theories, Indigenous Knowledge has come to be condemned as a fetter to development. All over the World, there is resurgence of interest in TWAMS not for historical reasons but for purposes of development, in India we still have a lot more to learn and know about them. He then enumerated a number of practices which are widely prevalent in the country but are little understood.

Parallel Sessions

Parallel sessions were conducted on the following themes: Traditional irrigation systems, Traditional drinking Water systems and Purification, Revival / Modernization of TWAMS, Traditional Ground Water Hydrology, Water Divining Techniques.

Traditional Irrigation Systems

In two sessions on traditional irrigation systems on 29 Nov. 1993, ten papers were presented. The papers represented different geographical regions and systems: Irrigation practices of Angami Nagas in the North East (Didar Singh), Traditional water lifting devices of Kerala (Aravindakshan & Sujit Kumar), Traditional cropping pattern in Kaveri basin (R.Ramachandran), Irrigation systems of Himalayas (Ravi Chopra), Rivers and Tanks in Kanyakumari District of Tamilnadu, Khadins of Rajasthan (Kolarkar) etc. The papers gave detailed descriptions of the systems as well as attempted quantification of the benefits. Two papers, by Sharma and Nambi," examined the tanks of South India in their wider ecology and environment. Another paper (F.Mathew) .stressed the importance of Farmer's knowledge along with modern engineering measures to counter unreliability of water supplies. Two papers (Ramprasad and Ramachandran) outlined the engineering details of various TWAMS, particularly the tanks of South India.

Drinking Water Systems

Two sessions on drinking water systems held on 30th Nov 1993 had six papers. Two papers from Rajasthan (Ramgopal & Motinot), which dealt with TWAMS in and around the Jodhpur city and purification problems of drinking water. They opined that if the two hundred and twenty nine water bodies in hand around-Jodhpur were to be revived, they could serve the drinking water needs of one third of the population of the city even today. Studies conducted on water purification by traditional methods found that the water was free of suspended impurities," including bacteria. They felt that TWAMS like Nadis, Tankas, etc. have great relevance today if simple water testing kits and purification methods "are provided/ Women who are" traditionally the water collectors can be trained in use of these methods. The other paper (Shekhawat) noted that the neglect of TWAMS is due to the single minded over-emphasis on modem schemes. He stressed the need to integrate employment schemes with the development of TWAMS so that TWAMS become an instrument in the creation of "entitlements" as much as in the creation of sustainable environment. Ah insightful paper (K.M. Namboodirij on drinking water ponds of coastal Orissa noted that considerable skill and knowledge are brought to bear upon the construction of these ponds so that sea/saline water intrusion in drinking water bodies is avoided. He catalogued the construction details of the ponds. Modern j methods of providing "safe" drinking water have completely failed in this area due to the brackishness of groundwater. People prefer the "sweet" water of ponds in which flood waters of monsoon are stored. However, traditional systems of maintenance of these ponds have all but collapsed and the water is highly contaminated. Attempts are being made to revive these ponds with people's cooperation. Another paper (V.V.Diwan) described the water supply system of Aurangabad city developed in the eighteenth century, which in addition to supplying water to a few hamlets, also runs a water-mill to grind grain even today. A paper (Siraz et.al) described the water harvesting methods in the caves of Maharashtra. Water was led into huge cisterns' through fractures in the micks and small nallahs made on the rocks. These cisterns are in use even today. Another paper (S.D.Shah) outlined various methods of watershed management by which water harvesting can be doubled in the Konkan-villages around Bombay

Revival and Modernization of TWAMS

In one session on revival and modernization of TWAMS on 1st December 1993 four papers were presented Shri Somasekhar Reddy talked about the different agencies involved in the tank modernization programme in Karnataka, and the differences in their perceptions, approaches and effectiveness. Mr. Khan described the improved "tankas" developed by the CAZRI and their potential in mitigating drinking water hardships in Rajas than. Mr. Waman demonstrated the benefits of the watershed management approach adopted in the village Rategaon Siddhi at the initiative of Shri Anna Hazare. Smt Uma Shankari spoke of her experience in reviving the tanks in the Chittoor district of Andhra Pradesh where farmer's apathy and government inaction are proving to be big hurdles in revival attempts.

Special Lectures by Sunderial Bahuguna and Medha Patkar

There were two special lectures in the water management section which were not previously scheduled; one by Shri.Sundarlal Bahaguna and the other by Smt.Medha Patkar. Shri.Bahaguna observed that the glaciers of Himalayas are rapidly receding because of deforestation. Conversion of forests into timber mines is weakening the watersheds resulting in floods during rainy seasons and drying up of river beds in dry seasons. He came down heavily on water-intensive industries and water-intensive cropping. Export-oriented industries and exporting of crops amounted to export of water, he said. He advocated austerity in the use of water, prioritizing to fulfill basic needs and adoption of new concepts like multi-strayed farming. Smt.Medha Patkar of Narmada Bacho Andolan said that the anti-Narmada movement is not about compensation and rehabilitation of the displaced; it is about destructive development itself. People have no role, no say in modern day development, unlike in traditional systems. In the process of globalization of economics not only village communities but even nation states have lost their decision making powers. Struggles like anti-Narmada dam movement would help in redefining priorities as people define them. She stressed the need for scientists and activists to come together to fight destructive development.

Films and Exhibitions

Films: Five films were shown one on Farmer's perception of Soil and Water conservation by Somasekhar Reddy another on Varaha Mihira's Bio-indicators for Ground Water Exploration by EMRC, Hyderabad this third on Peoples Movements on Water issues in Kutch region by Mr.Mepani, fourth & fifth on the Construction of LDP-lined ponds by Uthhan of Gujarat.

Exhibitions in the Water Management Section were on the following themes:

1. Know you’re TWAMS: a set of over 30 posters dealing with climate, engineering and management aspects of TWAMS - prepared by Esha Shah and Uma Shankari for PPST Foundation, Madras.

2. Irrigating the Himalayas - an exhibition of photographs on the Guhis of Himalayas prepared by Ravi Chopra and Hari Raj. People's Science Institute, Dehradun.

3. Traditional water - lifting devices - posters and photographs prepared by Esha Shah,
Aravindakshan and Janmeja Singh for PPST Foundation, Madras.

4. TWAMS of Rajasthan and tanks of Bundelkand-posters and photographs by Anupam
Mishra, Gandhi Peace Foundation, Delhi.

5. Posters on Water Problems of .Rajasthan Villages and wonting model of "RAHAT" a traditional water lifting device - by Ubeshwar Mandal, Udaipur.

6. A model of the Kaveri basin showing the climatological features and the scientific rationale of traditional cropping patterns in the basin - prepared by R.Ramachandrari and Bhavani for PPST Foundation, Madras.

Special mention must be made of Smt. Esha Shah's efforts in designing, mounting and
putting up the exhibitions.

Competition for Students

A competition for college students was held in collaboration with Anna University, Madras, inviting papers on any aspects of TWAMS. Six papers were received, out of which four were given prizes. All the five students who wrote the "papers participated in the congress.

Two monographs were prepared on the occasion of CTST:

1) a draft of a Reader, a compilation of papers on TWAMS edited by Dr. Barah,
University of Hyderabad. It was displayed at the book exhibition.

2) a popular Reader on engineering and management aspects of TWAMS, by Uma
Shankari and Esha,Shah, titled, Water Management traditions in India , released at the CTST."

Follow Up Measures

One session was devoted to discussing the congress follow-up measures. Many persons gave in writing recommendations following from papers. They include:

1) Establishment of scientific data base to study the effectiveness of Traditional Ground
Water exploration techniques.

2) Government and agencies like NABARD should drop their insistence on sites to be selected, by geophysical methods only.' Ground water diviners should be recognized as professionals so that- geologists and water diviners can complement and supplement each other.

3) Government personnel - irrigation engineers, drinking water specialists, geologists, etc. working in the field have at present no knowledge of TWAMS. A training module should be prepared and given to training institutions of the government.

4) Abandoned/under - utilized TWAMS must be rehabilitated.

5) A ban should be imposed on conversion and utilization of tank beds, etc. for other
purposes.

6) Water harvesting systems with an annual cycle should be preferred to large reservoirs
with storages extending over a year - this will prevent the problem of water logging and salinity.

7) Watershed development approach should be adopted, the components of which are contour trenching, nallah bonding, check dams/bondages construction, water retention/detention monitoring, a forestation and village level committees for effective utilization of surface and subsurface waters,

8) Hydrogeomorphoiogical maps should be made available to district and taluk offices.

9) Ground water legislation must be speedily enacted in every state and implemented by the Panchayats.

There was much demand for formation of technical support services for activities and groups working at the field level. Shri. Deepak Mepani offered all assistance to such a technical support group to work on water problems of the-Kutch region. Shri. Arun Kumar of School of .Desert Sciences, Jodhpur agreed to coordinate the work. Similarly Sri. Babfoo Ganguly offered facilities at his place at Anantapur. Technical support group for Narmada,Bachao Andolan was also mooted. A meeting to evolve a National Perspective on water was proposed. A committee to formulate a curriculum on TWAMS was also suggested.

A steering committee was formed to pursue congress follow-up tasks consisting of the following members Sri. Nirmal Sengupta, Sri Ramgopal, Sri. Somasekhar Reddy, Sri. Ravi Kumar, Smt. Esha Shah and Smt. Uma Shankari. This group will, to begin with, start an exchange and information service through a bulletin/newsletter.

REPORTS ON VARIOUS SECTIONS - Social Organisation & Vermiculture Section


Social Organization

The section on Social Organization at the Congress attracted a larger participation than was anticipated. Though the number of delegates registered specifically for the section was quite small, the attendance at various sessions was in the range of forty to fifty persons. The two panel discussions, organized almost at the eleventh hour, turned out to be big hits. The section's programme began on the 30th November with a panel discussion on 'Science Traditional and Modern'. The panelists were Prof. J.P.S.Uberoi, Prof. Mohini Mullick, Dr. Susantha Goonatilake and Prof. C.V.Seshadri. As was only to be expected, the views of the panelists were very divergent. While Susantha Goonatilake pleaded for developing a South Asian perspective not only to Science and Technology but also to the study of Society and Polity, J.P.S.Uberoi cautioned that while talking about Swadeshi, we should not overlook the other pillars of Swaraj. He counted that Swaraj can be attained only by seriously addressing the questions of untouchability and communalism. Mohini Mullick raised important questions about what constitutes tradition and what is modem. C.V.Seshadri too questioned the modem tradition dichotomy.

Shri.Sunil Sahasrabudhey of the Gandhian Institute of Studies, Varanasi and a leading social science practitioner gave the key-note address on the theme: Science and Society. He argued that under the colonial dispensation not only our traditional sciences and technologies became non-functional but our social institutions and practices ceased to operate in the open, at a public level. Alien institutions and structures that were imposed on the Traditional Indian Society have had the effect of pushing the Indigenous Sciences and Technologies to the private domain, as if to an underground existence. He argued that these Indigenous institutions and practices have to be brought back to the public domain, so that they become dynamic and creative once again.

In all, ten papers were presented and discussed in this section. The authors of papers had been specifically asked to focus1 on the nature of Traditional Society / Polity / Culture that made our Sciences and Technologies functional. As it turned out, very few of the papers directly addressed the question. Three papers dealt with the problems of Tradition - Modem dichotomy. Two or three other papers presented case studies of the Science - Society interface.

The highlight of this section was a presentation of the archival material on Thondaimandalam villages of 1770s. The Centre for Policy Studies, Madras represented by Dr.M.D.Srinrvas, J.K.Bajaj and T.M.Mukundan made presentations on the data garnered from the Tamilnadu State Archives and the Tamil University at Thanjavur. The data presented, threw light on the high productivity in Agriculture as also the nature of infrastructure arrangements that perhaps made such high productivity possible.. The presentation of the data also revealed the elaborate and complex nature of the allocations made from the produce of each village towards institutions, functions and .individuals. Each village not only provided for the administration and economic functions- and services within the village but supported Cultural, Religions and scholarly pursuits of the entire region. It was shown that the total of. all such allocations made from village province was in the range ofJ8- 25.percent The picture of society and polity seen from the data presented compared well with Mahathma Gandhi's conception of Gram Swaraj. There was very little discussion on the data that was so well presented. Firstly, there was the time constraint what should have been presented in a full length seminar was squeezed into two sessions making very little room for discussion. Secondly, as many of the delegates and participants were looking at the data for the first time, it was difficult to have any serious discussion. It is hoped that a larger discussion would take place on the voluminous data gathered by Shri.Dharampal, P.P.S.T. Foundation and Centre for Policy Studies in the near future.

There was a second panel discussion on the theme "Decolonizing Social Sciences." "This panel discussion was arranged at the request made by some younger participants and research students. Though there were seven or eight panelists listed, only four of them presented their views. Due to an equally Interesting session in Theoretical Sciences section overlapping with the panel discussion other panelists could not present their viewpoints. Intact, the Theoretical Sciences section and the section on Social Organization very often experienced a class of speaker’s and. participants. Future Congresses should look into the question of staggering some sections.

The question of future activities and follow-up was discussed rather informally with a number of participants. Dr.Susantha Goonatilake and a few others have come forward to make concerted efforts in the South Asian and Indian Context. Similarly, Dr.Haribabu and others from Hyderabad have promised to raise the question of Indian Social Sciences in various Professional fore. The Centre for Policy Studies, Madras is committed to bring out some books on the Cherigalpattu data and arrange for wider discussions of the material through seminars and symposia.

Vermiculture Section

Participants

The number of participants at the Vermiculture conference sessions was around sixty in most of the sessions. However the response at the exhibition was very large with over five hundred visitors." Many S&T institutions and voluntary agencies participated in the activities. The technical contributions came-from the following agencies: 1) University of Agricultural Sciences, Bangalore, 2) New College, University of Madras, 3) Sustainable Agricultural Research Institute, Vitah, and Maharashtra. 4) Pune Citizen's Committee, 5) Indian Cardamom Research Institute, 6) College of Agriculture, Pune, 7) Marathwada Agricultural University, 8) Bhawalkar Earthworm Research Institute, Pune, 9) Maharashtra Agricultural Biotech, Pune, 10) Biogenic Systems, Bombay, 11) Indian Institute of Technology Bombay, 12) Farmers from Gujarat and Maharashtra.

Conference Sessions

The Conference sessions were organized under six themes 1) Vermiculture Biotechnology 2) Earthworm and Soil Health 3) Vermiculture in Farming 4) Natural Farming 5) Vermiculture in Waste Management and 6) yermiculture experience. The Exhibition in the area of Vermiculture occupied eight stalls. These consisted of visual documentation of the Vermiculture technology in Waste Management and Agriculture. Summary of Proceedings

The sessions on Vermiculture concerned the use of earthworms for a) Waste management, b) Agriculture c) Horticulture and d)Waste land development The activities of the Congress included conference sessions, exhibition and film shows. Seven conference sessions of One hundred minutes each were conducted. Totally twenty one papers concerning the above themes were presented. It was pointed out through these activities, that the technology finds good response among farmers and other end users.

The vermiculture sessions and exhibitions were very well attended in view of the considerable goodwill this technology has generated among end users in Horticulture and Waste Management.' The contribution to the technical session arid exhibition was drawn from practitioners of this technology. As a consequence, the participants at the Congress could get feedback on the field performance of this technology.

It was explained at the technical sessions that earthworms play an important role in the maintenance of soil health. The technology of organic waste management using vermiculture was discussed at length. It was also pointed out that some of the current notions about role of earthworms in soil are incorrect and will have to be updated on the basis of laboratory experiments and field trials.

The results presented in the sessions showed that the technology offers immediate solution to the treatment of organic wastes from municipalities, animal habitations, fruit, meat and fish wastes, and wastes from food and fermentation industries. Both solid and liquid wastes could be handled through this technology to produce valuable biofertilizer for end users in agriculture, horticulture and waste land development. It was estimated that fifteen such waste processing plants are in operation today and many more are coming up.

It was pointed out by the farmer delegates that the Vermiculture technology offers very promising returns in horticulture due to considerable savings in costs of inputs and better quality of r product commanding a better price in the market. It was also pointed out that the products of such farming produce products of better taste and nutrition. It was estimated that the number of farmers employing this technology may now be around one thousand.

It was recognized that more demonstration plants and farms are needed for rapid propagation of this technology since energy and capital costs of this scheme are very attractive. It was recognized that the technology offers a viable solution to improving the quality of soil and water by converting the organic waste into valuable Biofertilizer rather than allowing it to pollute our environment. It was therefore suggested that action plans to introduce this technology to different districts through appropriate mechanisms are required.

It was thus suggested that various funding agencies be approached for financial support towards developmental studies in the Universities and NTs and also for setting up 'demonstrations,' plants and farms. It was also decided to constitute-a committee consisting of representatives from academic institutions and farmers to promote the use of this technology. An ad-hoc committee consisting of Prof.S.A.Ismail Prof.Radha Kale, Shri.V.S.Bhawalkar, Shri.Jayant Barve, Shri.Mohan Shankar Deshpande, Prof.H.S.Shankar has been constituted to pursue the task of promoting this technology in the interim period.

Highlights of the Presentations

The presentations were broadly under three themes, which later fed into the theme-discussion on Textiles that followed.

(A) Living Traditions and Creative Initiatives

Features of the traditional mode of textile activity that lend it vitality and relevance today were outlined by various speakers through case-studies. K.Aravindakshan outlined the socio-cultural history of the Devanga Community of weavers in Kerala describing how they have carved out a niche for themselves in the modern market. Ashok Kumar of Bombay showed the salient ecological advantages of the Khad mode of production vis-a-vis the power-process. The main strength of Khadi lay, he said, in its extremely minimal use of land, non-renewable energy and polluting inputs. A telling point was made when he revealed, through elementary computations, that a switch-over from powe room to hand loom, alone would save enough power that is tantamount to a several-fold increase in India's nuclear power generation capacity. Y.P.Kohli of Arunachal Pradesh and Joshmayee Devi of Assam adumbrated the unique features of the household-mode of textile production in the North-East. The cultural moorings of this activity and its relationship to local resources were brought out in the presentations. Aarti Aggarwal (IIT - Delhi), in her perceptive paper, analyzed the organizational features of handlooms in the private and Government (Co-op). Sector with particular reference to Tamilnadu. Prof.B.M.Anand of NID (Ahmedabad) brought out the diversity of textile techniques obtaining in different parts of the country, in his comprehensive slide - assisted talk. R.Gnanasigamani of Padiyur Sarvodaya Sangh traced the evolution of the endeavors of his organization in propogating Khadi. L.Kannan of PPST Foundation elaborated on the aspects of cloth-making in Ponduru that have enabled the traditional tools and skills to remain unrivalled and unmodified till today. The work of the Arthik Samata Mandal is using the pit-loom as the instrument of deliverance of weavers facing starvation in Krishna Dt. (AP) was also described by L.Kannan in another presentation, Uzramma of Dastkar (AP) recounted her experiences with weavers in the Chinnoor region of Adifabad Dt. bringing out facets of understanding that have frequently eluded blinkered 'development' missionaries. Jyoti Parekh of Bombay dwelt on her experiences in a couple of villages nearby, which re-affirmed the validity of the charkha as the instrument of social transformation.

(B) Traditional Vegetable and Mineral Dyes of India

The session began with K.V.Chandramouli detailing many lost and forgotten techniques of dyeing that were prevalent in different parts of India. Apart from serving as a tacit indictment for callously frittering away our heritage, the point that emerged from his presentation was that these processes could not possibly have emerged from a blind trial-and-error approach. The refinements of techniques described, though probably, based on a science different from, the modem, must certainly have been guided by a theoretical basis and logical rigor. This presentation was fittingly followed up by K.K.Trivedi (JNU, New Delhi), who showed that the pre-modern technique of indigo extraction in the 17th century was in fact superior to the 19th century method that is still practiced today. He detailed the various features that revealed an intimate understanding, among the earlier practitioners, of the kinetics of the reaction involved. He showed how, as a result of several differences, the older method yielded a higher per-unit output. B.R.Venugopal of Bangalore underscored the need to revitalize our natural dyeing traditions in the light of Worldwide awareness of the hazards of synthetic dyes. Padmini Balram (Ahmedabad) detailed, using" a rare collection of slides, the Indigo dyeing traditions of India.

(C) Traditional Indian Varieties of Cotton

The session was chaired by Shri.Parthasarathy of the Central Institute for Research on Cotton Technology (Bombay)..In his presentation, Dr.S.S.Narayanan (Central Institute for Cotton Research, Nagpur) explained the present site of cotton cultivation in the country, in which American hybrids have acquired a predominant position. He also explained the advances made through research on cotton and the development of new varieties. Taking off from where he left, Prof.K.Janakiraman of the Gujarat Agricultural University, Ahmedabad, said that research had revealed the definite superiority of traditional varieties with respect to pest-resistance, low requirement of inputs like water and fertilizers and general hardiness. He showed how their popularization can be beneficial, especially to the small farmer, as they allow for inter-cropping and mixed-cropping. The realization has dawned in academic circles, he said, that even where new hybrids are being developed, at least one of the parents must belong to a native strain.

(D) Special Sessions

Two distinguished veteran Khadi Workers shared their thoughts and experiences with the
participants in separate sessions. They were Smt. Ushabehn Mehta and Shri. Narayanbhai
Desai.

Plenary Sessions

(A)Shri L.C.Jain (NewDelhi) Indian Textiles

Talking on Policies, Trends and future prospects, he lambasted the government for its infantile and ill-conceived policies. Taking the latest Rs.1500 crores allocation to the handloom-sector as an example, he showed how such misdirected "assistance" would only deepen the crisis the industry was in. Voicing the apprehension that such schemes were drawn up only to siphon off public resources and gain petty electoral mileage, he made a strong appeal to address the real issues confronting the industry, chiefly the problem of inadequate yam 'supply to handlooms. He expatiated on possibilities like the creation of a revolving fund to supply yarn to handlooms as stable prices, showing how the problem is far from being intractable, given the requisite political will. Reiterating that handlooms as a technology is still relevant and viable today, he warned that willful neglect of its potential would push the country over the brink.

(B) Shri Bhakta Bhushan Som (West Bengal)

The veteran freedom fighter spoke in an autobiographical note. His address brought out, with the force of personal involvement, the power of handlooms in mitigating many of our social problems. His account of his on-going work in Bengal, where he uses handlooms as the instrument to rehabilitate destitute women, was particularly engrossing. Shri.A.N.Bose, his close associate, who translated Bhakt-da's Bengali Speech, supplemented it with unimpeachable statistics that brought out the ability of handlooms to clothe the nation if only their full capacity was utilized.

Exhibitions Demonstrations, Workshops

The exhibition venue was devoid of 'stalls'. It was organized like a hamlet around a central tree, the floor of which was encircled by a raised mud-platform plastered with cow-dung and decorated with 'rangoli’. The exhibition featured the Ponduru Khadi Pit-loom, Chinnur pit-loom, Paithani loom, Telia Rumal Loom, Durry-loom and a Three-shuttle loom. All of these were in operation, demonstrating different techniques of weaving. Visitors and delegates were also encouraged to operate the Chinnur pit-loom and the Durry-loom. Apart from the looms there was an on-going demonstration of Vegetable Dyeing at-the venue, with-one color being dyed each day-on silk, wool and cotton. Large numbers of participants evinced interest in this, especially because the techniques demonstrated were simple, using /easily available, raw-materials. Swatches of silk, wool and cotton dyed in different colors, samples of the raw-materials used and brief write-ups of the processes involved formed the backdrop to this demonstration. There was also a panel detailing the indigo-dyeing process, displaying many indigo-dyed cloth pieces. Cotton ginning, carding and spinning using traditional techniques were also featured in the exhibition. Most of/the visitors to the venue tried their hand at spinning and weaving. Panels at the venue depicted the processes involved in making the fine-khadi of Ponduru, the efforts of the Arthik Samata Mandai in overcoming starvation among weavers in Krishna Dt. (AP), facets of the traditional textile activity in the North-East, regional diversity of traditional looms of India and traditional varieties of cotton. An artist from Sri Kalahasti demonstrated the Kalamkari art. Antique textiles from the personal collection of Shri.K.V.Chndramouli were also on display.

The workshop Gram-Swaraj Abhiyan provided participants with an exposure to all stages of the textile-making activity. Since most of the technical sessions were also held at the exhibition venue, participants could freely interact with many resource persons and activists in the field. The atmosphere of easy bonhomie and earnestness of purpose that built up was largely the result of the attitude of weavers and other traditional practitioners. One participant who learnt spinning during the Abhiyan had spun two hanks of yarn of 500 m each, by the end of the Congress. The second hank was of quality comparable to-that spun by experienced practitioners. Over the course of the Abhiyan, which lasted through air the days of the Congress, more than ten meters of cloth was spun by various participants and other delegates on one pit-loom, which was then sold at the venue.

The exhibition and workshop were organized through the involvement of Dastkar Hyderabad, Crafts Council of India (Madras), Weavers Service Centre (Bombay), Mahajanam (Bombay), and the Central Institute of Cotton Research (Nagpur).

Conclusions, Recommendations, Proposed follow-up

To deliberate on these, a theme-discussion "Weaving a Vision" was held that lasted six sessions (of 100 min. each). The various facets of the textile activity and their relationship to the socio-economic context were analyzed thread-bare. Considering the diversity of backgrounds] from which the participants were drawn, and the fact that most were meeting each-other for the first time, it is not surprising that there were significant differences of perception at the outset. However, the group was able to arrive at a broad and coherent understanding of many of the fundamental issues involved. Some conclusions were reached on the ideal structure of the textile industry that is suited to our ethos:

- A village-level self-sufficient textile activity is the comer-stone of the revitalization of our moribund economy,

- Adherence to traditions for their own sake is not a virtue in itself. However, where new technologies come up for consideration, they need to be evaluated on the basis of the following questions:

• Is it sustainable?
• Does it promote the well-being of the most under-privileged?
• Does it reinforce parasitic power structures at, the expense of individual autonomy?
• Is the technology amenable to local control through use of local materials and skills?
• Is it environmentally sound?

- Synthetic fibers (including 'polyester-khadi') and power-operated looms fail this test on all counts. Modern 'improved' high-productivity handlooms and the multi-spindle hand-operated Ambar C.harkha too show up poorly in the test. Little seems to have happened in the area of technology to surpass the humble charkha, or the pit-loom.

- Cotton cultivation that relies on high energy inputs like chemical fertilizers and pesticides can have no place. Varieties of cotton suited to each micro-eco-region need to be identified to fulfill the needs of the specific regions, rather than for exporting to distant markets.

- Natural dyes using locally available raw-materials offer a comprehensive alternative to hazardous and polluting synthetic dyes.

Recommendations

- Policy planners should overcome their obsession for mystic catch-all quantities like GNP, balance-of-trade and export surplus. These terms mask the folly of our policies. For instance, cloth is exported to earn foreign-exchange that goes to buy medi-care equipment to treat diseases born of synthetic-fiber, plants and chemical dyes that Were set up to make cloth,

- Attention of policies should be diverted, instead, at the communities of people involved in the activity, so that we move towards the paradigm structure outlined above. For instance, communities practicing natural dyeing techniques must be nurtured to foster the use of natural dyes in the common man's cloth, hot to tap a fickle export market. Efforts to popularize cultivation of indigenous varieties of cotton must go hand in hand with propagating local-consumption of cotton for hand-spinning*. Planning must be directed towards regeneration of the local resource-base like forests, fuel wood and water-sources and towards bringing them under the direct control of local communities. This will stem the predatory onslaught of rapacious industries and create a climate conducive to local initiative. Bereft of environmental subsidy and structural patronage, this liberal climate will lead to the obsolescence of the 'modern-sector’.

- Whereas the creation of an appropriate textile activity would necessarily take some time, we today face the imminent prospect of large-scale deskilling and destitution of traditional artisans. The Government must take immediate measures to prevent this human tragedy in the making. Among other ameliorative steps, the government must ensure the implementation of the two legislations recently upheld by the Supreme Court.

(a) Reservation of product lines for hand-looms. ,
(b) Hank-yam obligation on spinning-mills to pack at least 50% of their output for hand looms.

- To respond wisely to the future, one must understand the past. However, our understanding of traditional textile technologies has been minimal thanks to our pre-occupation with 'catching-up' with the modem. The tremendous diversity of looms, yam-preparation methods, dyeing techniques, cotton varieties, methods of cultivation etc., have gone largely undocumented, leave alone understood. The few efforts in this direction have also been by and large hampered by a supercilious attitude and have merely served to justify 'innovations' and 'technology-up gradations conjured up by the whistle-stop researchers. Textile technology institutes and centers researching on cotton must make earnest efforts to comprehend the vast repertory of traditional knowledge that underlies practices in these areas.

Follow-up

A working group-on textiles was constituted from among the participants at the Congress. The members of this group reflect a diversity of training, background and placement and can fruitfully strengthen each other's efforts. The group decided to eschew an agitation agenda and focus on constructive and exploratory activities. Some of the activities that the participants decided to take up are:

- Propagation of the Charkha to engender a healthy economic activity. Efforts from different participants focus on different contexts rural "urban, semi-urban, in homes for the physically and'" mentally handicapped "and, among the old, unemployed and "destitute.

- Establishment and promotion of weaving as a remunerative activity through innovative market structures -and creation, of a revolving fund to help, meet working-capital requirements of weavers.

- Cultivation and propagation of traditional varieties of cotton suited to specific micro-regions.

- Propagation of natural dyeing through simple recipes and cultivation of dye-bearing plants

- Work on innovations for make spinning wheel, looms etc., from easily available materials like bamboo.

- Conduct workshops to train those interested in learning traditional textile techniques.

- Technical experts many from research institutes, offered technical assistance in various areas like value added spinning and weaving, natural dyeing, traditional varieties of cotton their identification and propagation, documentation of textile techniques, tools and implements etc.

The following research projects are to be taken up by different members of the Working Group:

(1) Analysis of Government policies and their-impact on textile activity.

(2) Investigation into how the subsidy on 'Janata' cloth has ruined weavers in West Bengal.

(3) Documentation of impact of division between weavers and master-weavers.

(4) Study of the structure and organization of handloom weaving in traditional societies.

(5) Explore undocumented |traditions of natural dyeing.

(6) Create a comprehensive database on individuals and organizations working on textiles and related areas all over the country.

(7) Examine the nexus between synthetic fiber plants, mega projects (like big dams and nuclear power projects) and related policy-trends and evaluate their impact on traditional communities and the ecology.

(8) Uncover the role of bamboo and cloth in traditional society and their evolution in modern times. To enable members of the working group keep in touch and act cohesively, it was decided that a Newsletter would be brought out for internal circulation.

METALS AND MATERIALS: Highlights of the Congress Activities

Conference sessions were divided into two sub-sections:

(i) Iron and Steel and

(ii) Non-Ferrous and other Materials.

Several papers were presented on the Indigenous Iron smelting technology. During the deliberations, it came out that there is a product of the traditional industry which has superior properties and which is in great demand wherever it is produced, though in very small amounts. Characterization of this product and process is of great importance and the revival of the industry in a distributed fashion, wherever the knowledge exists, is a worthy effort. Interesting papers were presented on the Woods process, indicating the high level of technological sophistication and scientific enquiry which gave rise to this product. Much more needs to be done with regard to Metallurgical characterization and archaeological studies. There were interesting papers relating to the technological knowledge contained in several Sanskrit texts, especially related to Alchemy and Ayurveda. The paper on the science of crucibles evoked great interest. Sessions on Non-Ferrous metallurgy primarily concentrated on metal working techniques like Dhokra craft and the lost wax process, making of metal mirrors and utensils. Several papers talked about the efforts of modem technological inputs for increasing the profitability of the enterprise.

The last three sessions were devoted to a discussion on the current relevance of the traditional metallurgical practices. Tasks were identified for future plans among those working in the field of traditional metals and minerals in the area of iron smelting, the critical state and the practice of the smelting community, was discussed. There are only a few pockets of the Agarias and the related tribal families where the smelting is still carried out, as an enterprise for livelihood, and in many places this only gives employment during a small part of the year. These pockets are primarily located in the Sarguja, Raigarh, and Bastar districts of Madhya Pradesh, Sonabhadra district of Uttar Pradesh and Gumla and probably Palamau district of Bihar. Many families have given up the practice in recent times. Other areas such as Kerala have only a few surviving artisans, who have some knowledge of the process as was practiced in those places. Attempts at revival therefore are an urgent task.

Exhibitions of panels depicting (i) the highpoints of Indian Metallurgical tradition (PPST Foundation), (ii) the Deccani woods process (Thelma Lowe, Berkeley), (iii) the Malbar process of making iron (K.Aravindakshan and others from Kerala), and (iv) the iron smelting process highlights (IIT Bombay) were organized. Demonstration of the Iron smelting process by the Agariyas of Wadrufnagar evoked great interest. This was organised with the help of Gramin Vikas Samsta of Wadrufnagar and Gandhian Institute of Studies, Varanasi. The Craft Council of India and The Craft Council of West Bengal Organized demonstration of the Dokra Craft the lost wax process, metal mirror making and the iron working of Bastar.

Tasks for the Future

1. Efforts at the revival of the iron smelting industry and reconstruction wherever it has
already died, in the recent past The primary problem of the industry are the availability of the raw materials, especially good quality charcoal, on the one hand and education, organization (into panchayats, guilds, cooperatives) and empowerment of the smelting community on the other. Their problems need to be addressed urgently.

2. Study and the characterization of the process as practiced is of utmost importance, "before major technological inputs are provided for process enhancement, so that the essential character and advantages of the process and properties are not lost.

3. A thorough investigation of charcoal prepared from various trees and their behavior inside the furnace should be conducted.

4. Extensive tech no-socio-economic studies need to be conducted in the areas where large numbers of traditional smelters live to identify the human resource on which revival attempts can succeed. This also facilitates building a rapport with the community and establishment of the basic socio-economic needs of the community which would help in-any revival/reconstruction efforts.

5. The crucible process of making 'wootz' is of historic importance and of interest to material scientists,' ceramic specialists and geologists. This needs to be pursued."

6. In the area of metal working there is an urgent need for enhancement of the process. It is necessary .to establish linkages between science and technology establishments, field workers and artisans in .this effort and in providing technological inputs.

7. Projects need to be taken up to decipher and document information on metal and material processing equipments and techniques contained in Sanskrit sources. There is a need to explore literary sources in vernacular languages too.

8. Information linkages need to be maintained between various people working in the area of traditional metallurgical practices. This is especially important so that science and technological institutions can provide the necessary R&D, analytical and infrastructural help to those working in the field.

9. In the area of publicity and information dissemination, material needs to be prepared
for inclusion in school/college curriculum and for orientation workshops for professional metallurgists and field workers. It is necessary to establish, some scholarships to enthuse these students to take up work in this area.

10. The proceedings of the conference is to be brought out.

Coordination of Future Activities


1. Sunil Sahasrabudhey, Gandhian Institute of Studies, Raj ghat, Varanasi will coordinate the future activities of the group.

2. S & T establishments like NTs, BHU, RDCIS-SAIL, RRL's and institutions of Sanskrit language will participate in this activity. Field workers, social activists, voluntary -agencies and community leaders from various .regions, especially from Malabar, Adilabad, Bastar, Bishunpur, Jashpur, Wadrufnagar, Sonabhadra form the other important component of the group.

Recommendations on Policy issues


1. Inclusion of the traditional metallurgical industries, especially of iron smelting in the village industries list.

2. Provision for leasing of land to organisations of smelters/metal workers to fulfill their requirement of fuel.
